"Mr President, I did not vote for this report. This Fund was set up to deal with the inevitable results of previous common agricultural policy regulations which led to the build up of unwanted stocks of food. We all remember wine lakes and butter mountains. Perhaps there was some logic to the EU having a policy to distribute these to people in need in the EU, but this is no longer the case. I absolutely object to this proposal which expands the budget for this intervention, calling for an increase of EUR 1 billion on the agreement of February 2013. Let us get back to reality. Where is that money going to come from? By requiring mandatory involvement for all Member States, there is a clear contradiction of the principle of subsidiary. Of course if some here have their way with the extension of coupled payments and market interventions, surpluses may well recur in a big way, and perhaps that is what those who support this measure are anticipating and planning for."@en1
