"The new regulation is an important part of the asylum package agreed by MEPs and Member States’ Ministers earlier this year, as an important first step towards a common European asylum system. The 2003 Dublin Regulation lays down the criteria and mechanisms for determining the Member States responsible for examining an application for asylum lodged in a Member State by a third country national or a stateless person., The purpose of the recast regulation is to make this system more efficient and, crucially, to ensure higher standards of protection for persons coming under its scope. We must put an end to the system of moving asylum-seekers around three or four Member States and ensure that they have decent accommodation, healthcare, and means of subsistence, information on their rights in a language they understand and access to a qualified lawyer, and extend the possibility for unaccompanied minors to reunite with family members. In line with Protocol 21 to the EU Treaties, Ireland was not automatically covered by the 2003 regulation but did decide to opt-in. I welcome the fact that the Irish Government has decided to continue Ireland’s opt-in to EU legislation in this area."@en1
