"Mr President, it is quite clear that policy we call ‘the common fisheries policy’, or others looking from afar would call ‘the communist fisheries policy’, where we use central planning to decide quotas and fishing rights, has clearly failed. In any system like that it is clear that people will resort to illegal means and game the system. Surely we should look at some of the more successful systems of the world, ones based on property rights, on tradable quotas, where you actually have an incentive to make sure that you sustain fish stocks but you also have an incentive to make sure that those stocks and those quotas are protected because your livelihood depends on it. Surely we should learn the lessons of a free market solution to the sustainability of fishing stocks, rather than relying on a policy of 1950s communist central planning, which has actually led to failure. If we could learn those lessons then maybe the citizens of our various EU countries would understand that we have learnt the lessons from the Cold War and it is time to set the market free."@en1
