"If the Germans wish to have other people go into their labour markets and take available jobs, of course that is entirely a matter for the German Government. It is, however, the German Government that is doing this; it has nothing to do with the EU. Individual governments are quite able to speak for themselves. I am sure Spanish people are perfectly able to travel to Germany to work. Many British people used to travel to Germany to work even before we were members of the EU, so I am not quite sure what point you are trying to make. However, I welcome this excellent initiative if that is what the German Government wishes to do."@en1
