"Madam President, I welcome the focus that this report brings to the issue of social housing. I particularly welcome the focus on the benefit of social housing to the most vulnerable in our society: the elderly, the victims of domestic violence and, in my own constituency, the social housing particularly geared for those who suffer from dementia. The report also rightly highlights the potential of renewed investment in social housing, in job creation and in boosting the construction industry, which has been hugely impacted upon by the economic crisis. I also welcome the emphasis on energy efficiency. Over 300 000 households in Northern Ireland live in fuel poverty.
Despite all of these positive elements, I find myself unable to support the report, because it breaches the principle of subsidiarity. Housing policy is, and should remain, the prerogative of the Member State, where need is best identified, rather than this blanket approach of the EU."@en1
