lpv:spoken text	"Mr President, we currently face many challenges in making the right to decent housing a reality, as the current crisis has put public authorities under severe financial pressure while they face mounting social emergencies, including housing deprivation. In the Irish context, housing itself was at the epicentre of the crisis on account of the worst property bust ever. Yet this tremendously costly market failure, affecting both mortgage borrowers and eventually all taxpayers, was already evident at the height of the boom, as homelessness was increasing at the same time. Many had to pay astronomical rents for unsuitable housing; waiting lists for council houses grew longer, and millions were spent in emergency accommodation of a temporary nature. The private housing market cannot respond effectively to the needs of poor households or those at risk of poverty. We must think of the many positive returns which proper investment in the social housing sector will bring."@en1
