"Mr President, as you know, our group had serious concerns with this proposal when it was brought to the House for first reading last year. We fought to exclude goods for personal use in travellers’ luggage from the scope of the regulation. There were also other serious issues, such as the need for clarity on what constitutes a small consignment liable for simplified destruction procedures. As we strongly felt that the safe passage of generic medicines in transit through the EU to the final destination was jeopardised, we voted against the proposal. However, the work carried out since with the Council of Ministers has yielded a satisfactory outcome. Personal luggage items remain out of the regulation’s scope, and clear definitions of small consignments and the kinds of infringements liable for simplified procedures are introduced. Progress was also made in terms of the time afforded to declarants to be heard prior to the destruction of goods. Generic goods in transit are therefore not to be hindered unless there are substantial risks of illicit diversion to the EU markets. I look forward to the Commission’s report and the recommendation on the correct implementation of this principle."@en1
