"I supported the delay on the Thyssen report on policies relating to the prudential supervision of credit institutions for a number of reasons. As a proposal it has many positive elements. Firstly, if fully transposed into law, it will improve accountability: it allows the European Parliament to establish an inquiry committee, and makes provisions for European Central Bank (ECB) supervisors to be heard in both the European Parliament and national parliaments, including provision of confidential information from in-camera meetings. It also makes provisions for the Chair and the Vice-Chair of the Banking Supervisory Board to be approved by MEPs. A further useful improvement is the clause whereby the ECB will establish a board of appeals for settling complaints and appeals against the bank's supervisory capacity. In an era of unprecedented public distrust for political and financial institutions, these and other provisions will underline the efforts being made at European Parliament level to improve the efficiency, transparency and accountability of credit institutions throughout the EU. I echo the Rapporteur's view that ‘displacing powers from the national level must go hand in hand with creating accountability at the EU level’."@en1
