"Madam President, I, like most people in this Parliament, support the fight against tax fraud, tax evasion and tax havens. Indeed I am a strong supporter of tax justice, but the real question is: how do we achieve the best outcomes? I certainly agree with a lot in this report, such as the strengthening of European and international commitment to transparency and a system whereby we would not grant EU aid or Member States would not grant state aid – or indeed allow access to public procurement – for companies that breach tax standards. However, in our rush to close up tax loopholes and ensure that multinational corporations pay their fair share of tax, we need to use the most effective and appropriate mechanisms and not be drawn into a false battle between Member States which look at tax rates elsewhere, rather than looking at the cross-border element of all of this – that is, the interaction of tax regimes across countries in which global companies operate, rather than the law or practice in any individual country. Indeed it is clear from the US Senate debate at the moment that if the US wants to stem the rising tide of profits shifted overseas and consequent loss of tax revenues, it needs to look at closing loopholes in its own tax system."@en1
