"Madam President, the Committee on Constitutional Affairs welcomes, of course, the improved system of economic governance that these reports represent, including their constitutional experiments. This is good progress, but we also now need to make it clear that Parliament is keen to consolidate and to codify through proper Treaty revision the crisis management measures taken since 2008. This process must not mean more surgical strikes at the Union Treaty, an approach which unfortunately seems to be all the rage at present in Berlin. Still less do we want to see experiments on the outside of the Union framework, such as the Fiscal Compact Treaty. What we need is a radical and comprehensive reform of the economic and monetary union structure of Maastricht and the installation of a fiscal union via the process of a full-blooded constitutional convention that should start in the spring of 2015.
