The European Agenda for Adequate, Safe and Sustainable Pensions for both young and old which is presented in the White Paper is an excellent starting point for discussion, after which reforms can be implemented by means of ‘soft law’, and also by means of legislation where necessary. Overall, while recognising and preserving the responsibilities of Member States and social partners, we now need to build up systems which are adequate, secure and durable. In addition to that, those systems must also contribute to greater labour market mobility and freedom of movement, and provide solutions for today and tomorrow."@en1
