"Mr President, I would like to thank all those who have spoken. To Mr Vlasák, I would say that we are not obliged as a Parliament to agree with the European Council. It would be an extraordinary set-up if we were. We are seeking to articulate an autonomous opinion, and that has not been easy. To Mr Agnew – who, I see, has now left – I would point out that the issue of the Beneš decrees was settled decisively and definitively at the time of the accession of the Czech Republic, and that is that. Thank you to all those who made the case for opposing this measure extremely effectively, including Commissioner Malmström, who makes it subtly and politely but also forcibly. It is clear what the Commission’s true opinion actually is. Finally, on the question of whether or not to call a convention on this treaty amendment, I have proposed that in this instance we refrain from doing so. However, Mr President, this is the last time you will hear me say that we ought not to call a convention. Next time round, we are going to do it properly."@en1
