"The environmental and human cost of current ship recycling is inexcusable, which is why I supported this report calling for the EU to enforce much higher standards. Current ship recycling practices often result in the release of toxic chemicals and heavy metals, such as asbestos, lead, cadmium and mercury, while recyclers routinely work in poor conditions that violate their human rights to health and safety at work. This report will oblige Member States to use only ship recycling facilities that meet internationally required standards set by the Hong Kong Convention and it is hoped that enforcement of this Convention at EU level will encourage other countries to follow suit. The report also includes other measures to promote safer recycling of ships, such as the obligation to maintain an inventory of hazardous materials, and requirements to limit hazardous materials used in initial manufacture. In addition, Labour MEPs supported a compromise amendment calling for a recycling levy to be imposed on all ships calling at EU ports. The proposal was to use this to help fund safer recycling centres and reduce the incentive for ships to 'out-flag' but was unfortunately narrowly defeated."@en1
