"The aim of this report is to make it easier for Ukrainian citizens to obtain a visa for a visit to an EU Member State of less than 90 days. Measures include simplified documentation requirements, less bureaucracy and removal of the €70 cost for a visa. Concerns about LGBT rights in Ukraine have made this report contentious, with many arguing that we should not be easing regulation on Ukraine while the country is in the process of bringing in legislation to restrict the rights of LGBT citizens. For this reason, the European Parliament held a full debate on the report during the April plenary, in order to state our strong objection to such homophobic legislation. However, ultimately I have supported this report as it is aimed at facilitating travel for ordinary Ukrainian citizens, including members of the LGBT community. Furthermore, it is hoped that by promoting easier travel and contact between civil society, NGOs and journalists from Ukraine and EU, we can effectively contribute to the development of democracy, human rights and the rule of law in Ukraine. The European Parliament has made it clear, however, that we will not support any further liberalisation while discriminatory legislation remains in force."@en1
