lpv:spoken text	"Mr President, I would just like to solve the confusion and speak against the referral back to the Committee on Civil Liberties, Justice and Home Affairs of this important visa facilitation agreement, which will benefit Ukrainian citizens. Important human rights issues arose, which Ms in ‘t Veld rightly raised. For this reason, we called for a plenary debate. This was unusual in the circumstances. In this debate, I and other Members called for further serious improvements in LGBT rights and other human rights issues. It was on this firm basis that I proposed that we vote against referral back to the Committee on Civil Liberties and that thereafter we proceed to the vote."@en1
