"Madam President, it is fair to say that the European Citizens’ Initiative has had less of an impact than we would have liked. As a political activist, I have been engaged in many signature-collecting campaigns and the system put in place in the European Citizens’ Initiative has got to be the least user-friendly system that has ever been designed.
The European Citizens’ Initiative was never intended to be exclusive. But as we identified at the time, it unnecessarily excludes non-EU citizens and young people. Now it turns out that it excludes many millions of EU citizens living outside the EU, including many Irish citizens who have been forced to emigrate and who have more reasons than most to contest important aspects of EU policy.
We will be keeping a close eye on it and, if necessary, after assessment will support a demand for it to be reshaped and relaunched and to be more inclusive, and of course to include an ECI on a single seat and put an end to the millions of euros wasted on this travelling circus."@en1
