The Committee on Fisheries, as was said by previous speakers, decided to defer my report on technical conservation measures on two occasions, both in November and in December, and we had the almost unanimous support of this House.
The whole purpose of deferring the vote was to focus attention on the impasse between the European Parliament and the Council of Ministers and the issue of long-term management plans.
As a gesture of good will, the committee agreed to proceed with the adoption of my report at the beginning of the Irish Presidency and following the commitment by Minister Simon Coveney, the President-in-Office, to make every effort to find an acceptable compromise.
Needless to say, like other colleagues, it can be said – understandably I believe – that I am disappointed at the lack of progress. But I would like to put on record the effort made by the minister at his first Council meeting where he tabled this discussion over a luncheon meeting in Brussels. It was the first time this was done and my report is there since 2009 and successive presidencies have not had success, but we have faith in this Presidency and we hope that we can achieve a conclusion.
I strongly believe that all parties, the Commission, the Council and the Presidency should get back to the table and that an agreement can be reached in my opinion. The fallacy of all this is that the long-term management plans for mackerel are being used in practical terms over the last number of years.
I would welcome the Presidency’s commitment and perhaps the minister, the President-in-Office, can confirm – as is my understanding from the commitment – that this will be resolved in the context of the reform. Is the Presidency suggesting that it will be resolved within the next few weeks?"@en1
