"Mr President, I think that if the Kurdish problem is truly to be solved, it must be coupled with a constitutional reform of the super-centralised nature of the Turkish Republic, and that means the transfer of powers from Ankara to local and regional government, including the election of provincial governors. But one must inquire about this process of decentralisation, and we ought to ask if it is truly compatible with the evident desire of Mr Erdoğan to transform Turkey into a presidential regime. There is an agreed constitutional conciliation process taking place, and it would be a great pity if the increasing impatience of the Prime Minister – with signs of increasing autocratic tendencies – were to jeopardise this delicate and sophisticated constitutional reform process."@en1
