Firstly, it is essential that the population coverage in Ireland is not reduced below current levels. I know that, when he mentioned Greece and Portugal, he inadvertently forgot to mention my own country, which has suffered as well, and I am pleased that it will be included – for the wrong reasons of course. A reduction would mean that areas with very high unemployment levels and very serious economic development challenges will be deprived, I believe, of an essential tool. I am extremely concerned at the prospect of prohibiting aid to large enterprises in ‘C’ regions, which includes Ireland. The most peripheral and most remote areas located in the North-West and West of Ireland would be most affected, including the areas where Irish is spoken and for which I had responsibility some years ago. Investment aid is needed to address deep-rooted regional problems such as geographical remoteness, poor connectivity and infrastructure. I am familiar with several companies which might not have established bases in these peripheral regions without this assistance. These are plants which are often part of larger international companies which globally employ more than 250 people or have a turnover greater than EUR 50 million. The Commission has indicated that aid would continue in specific circumstances, including for innovation, environment or energy investments. However, this is not the type of aid designed to counteract regional disadvantage that would be available to all regions in the EU. Nor, finally, does it address the investment or development needs of companies that are focused on growth and expansion."@en1
