"Mr President, having been the rapporteur for the 2013 budget, I know it is a difficult job, and I should like to congratulate the rapporteur and her shadows for presenting this report. I think we should recognise – as Mrs Andreasen said – that savings have been made in Parliament’s budget, and we should also accept that 2014 will be an exceptional year with exceptional costs due to the legal obligations we have to meet. As a parliament, we should make it absolutely clear that, where we have legal obligations, we should meet them. That does not mean, however, that we should not also be making savings elsewhere to compensate for the increases we need to include in the budget; that is why I support the establishment of the joint working group to look at some long-term savings in Parliament’s budget. We should also be looking at some short-term measures to make some savings, and I think there are still some possibilities there. Such possibilities would include looking at deferring building costs where we see large increases in some budget lines. We see that reserves are still high in some places. There are also possibilities in terms of looking at the number of staff and interpreters who go on delegations and examining the usual end-of-year under-spend, which is always quite substantial. These, I think, are all common-sense proposals which the Parliament should be looking at in order to produce some savings. But I would also make the point that, wherever we make those savings, we should not damage the effectiveness of the European Parliament or of individual MEPs. However, there are some things which I think we can do in order to make those savings without damaging that effectiveness."@en1
