"The 2003 Directive on Equal treatment between men and women in access to goods and services is about much more than the insurance sector. That is why I am disappointed that the Commission is using the 2011 ‘Test-Achats’ ruling on insurance tariffs, important and welcome though it undoubtedly is, to delay publication of the report originally due in 2010 on the implementation of this 10-year old directive. The Commission should produce this report without further delay. It must also be wary of sections of the insurance sector capitalising on this ruling to over-inflate premiums. It should produce proposals to revise this directive in order to give greater legal certainty to its 2011 guidelines on unisex pricing. EU law, not guidelines, is needed to ensure that insurance premiums are linked to behaviour and lifestyle choices, not gender. Gender equality is a fundamental and long-standing EU principle. But it is one that is still contested. We continue to need effective EU legislation and action to promote gender equality. That is why I welcome in particular the calls in this resolution for greater attention to discrimination linked to pregnancy and maternity."@en1
