"The aim of this report is to further liberalise the EU’s groundhandling industry, which provides services such as baggage, freight and mail handling, by raising the minimum number of agents at airports from two to three. In December 2012, I joined fellow Labour MEPs in voting to send the report back to Committee as we felt it needed to include more safeguards to ensure that liberalisation did not result in a race to the bottom in terms of rights and conditions for groundhandling workers.
The revised report that we supported today includes measures to improve the social conditions and training for groundhandlers and ensures workers will have proper contracts and wages. It also requires collective agreements to be respected by both suppliers and sub-contractors. We were also able to ensure that further liberalisation will only be required for airports serving more than 15 million passengers a year, as opposed to the 5 million proposed by the Commission. For the UK, where airports already go well above the minimum requirements for groundhandlers, this report represents an improvement for workers in terms of their social conditions, as well as for passengers who will benefit from increased minimum quality criteria."@en1
