"Mr President, as the previous speaker said, just as Mrs Thatcher found a country broken in 1979 and fixed much of it, the EU emissions trading system also clearly has its problems and needs to be fixed. But the problem with the solution that was proposed – the so-called back-loading – is that it is quite clear that this represents a massive intervention in what is supposed to be a market process. And this is the reason that the ECR opposed it because, if you could simply change the terms of the whole auction process, what is to stop the Commission suddenly saying: ‘well, let us just cancel a few more permits’? It is quite clear that this would have a massive impact on the market overall and cause major concern. There is already concern at some of the so-called de-industrialisation in Europe, where companies are saying: ‘we will no longer abide by these rules and we will simply emit this pollution elsewhere’. It is quite clear that the system does need to be fixed but, when we do reform it, let us make sure that this is actually based on true market principles. Maybe then we can get it right."@en1
