"Ending duty-free quota-free market access for some African, Caribbean and Pacific countries whilst their Economic Partnership Agreements have not been finalised could have serious economic consequences for countries which produce commodities like sugar, which is price-elastic and would be subject to tariffs, thus having a serious effect on the amount of the product exported from particular ACP countries. Countries such as Kenya would suffer more, for example with regard to their cut flower exports, and would end up facing higher barriers of entry to the single market than Colombia. I supported a longer deadline of January 2016 to allow ACP countries to conclude negotiations, but an October 2014 deadline at least gives these countries a chance of establishing their EPAs before the WTO conditions against DFQF must be reapplied."@en1
