"I regret that Amendment 2 tabled by the S&D Group (and similar amendments tabled by two other groups) did not win sufficient support in plenary. This sought to ensure that eight ACP countries concerned here that have not yet agreed economic partnership agreements (EPAs) with the Commission would continue to have duty-free and quota-free access to EU markets until 1 January 2016, instead of 1 January 2014 as proposed by the Commission. If we want fair and development-focused EPAs, we need to give these countries enough breathing space in the negotiations. That said, I do think that the compromise to push the expiry deadline back to 1 October 2014, as accepted by an overwhelming majority of MEPs representing all the groups, is preferable to the initial deadline. There is a moral and indeed an EU treaty obligation on the Commission to show sufficient flexibility in order to agree fair and development-friendly EPAs that promote regional integration with the remaining 17 ACP countries that have not agreed EPAs. These countries must continue to have duty-free quota-free market access until this is achieved."@en1
