"Mr President, Commissioner, I think the entire emissions trading scheme is, quite frankly, a shambles, as we have just heard during the last debate. We are now trying to resolve the additional mess resulting from including aviation in this ill-thought-through scheme. The answer to ‘stop the clock’ from our point of view is certainly yes, but we would like to stop the clock permanently and for all flights, and we do not believe that we should restart it. There are competition issues as we speak. While the ETS of fixed installations was ill-conceived and poorly designed, the inclusion of aviation in that sector amounts to nothing more than a tax on an industry that supports five million jobs across Europe, and it provides absolutely no benefits. The derogation from this scheme really has nothing to do with anything apart from saving face from an exercise that has been pushed through by DG Environment (as it was) and which has shown that it is not really going to work. This was also backed up by 170 countries, which showed their determination not to be dictated to by the European Commission. This has led to the Americans passing legislation to forbid their airlines from taking part, and the Chinese putting large orders of aircraft – that is Airbus, Rolls Royce, the whole supply chain – on hold, which is threatening jobs. This is not good enough at all. Modern commercial aircraft are more environmentally friendly than ever before, and other measures exist that would mitigate pollution and costs in the single European sky and similar projects. Finally, in a week when we celebrate the life of one of the greatest British Prime Ministers in Margaret Thatcher, it is time for the Commission to wake up and realise that business should be run by business without interference from burdensome legislation and unjustified taxes imposed by the European Union."@en1
