"Mutual societies are voluntary groups of natural or legal persons whose primary purpose is to meet the needs of their members, rather than achieve a return on investment. There are two broad types of mutual societies in Europe – ‘mutual benefit’ (or ‘health providence’) societies which provide welfare coverage which supplements, complements or is integrated into statutory social protection systems, and ‘mutual insurance’ societies, which cover all types of property and life risks. Mutual societies play a major role in Europe. They provide healthcare, social services and affordable insurance services to more than 160 million people. They represent 25 % of the insurance market, 70 % of the total number of undertakings in this sector, and employ over 350 000 people. In Ireland, mutual insurance organisations provide just a 1 % market share, compared to over 25 % in Germany and France. A Statute for a European Mutual Society would not interfere with existing national laws on mutual societies but would provide the legal framework enabling national mutual societies to cooperate with one other and to operate across the entire Union. I would urge the Commission to respond positively to Parliament’s request for European legislation for a European mutual society statute."@en1
