"We support the Rapporteur’s concern regarding exposure to asbestos, and recognise the need for robust measures to control the serious risks to health from exposure to asbestos. We have concerns regarding calls for further EU legislation in this area without robust scientific evidence. A non-legislative approach, for example, by improving awareness of asbestos risks, educating employers and workers on effective controls that already exist and providing practical guidance on how to comply with existing requirements, would be a far more effective approach. We cannot support calls for action plans to remove asbestos from buildings. Many Member States, including the UK, have effective policies in this area. Where ACMs are in good condition or encapsulated and not likely to be disturbed, then on safety grounds it is better to leave them in place and manage any resulting risks. If asbestos is in poor condition and is likely to be disturbed, then removal may be required, but this should be based on an assessment of the risk on a case-by-case basis. The removal of all asbestos from buildings, regardless of the actual risk, could place considerable burdens without evidence of corresponding benefits to workers. Therefore, British Conservatives voted against this Report."@en1
