"The European Parliamentary Labour Party notes the rapporteur’s focus on the issue of the integration of migrants in this report, the stress on the rights particularly of vulnerable female migrants, the emphasis on the need for migrants to undertake language training and the need to tackle employment abuses. Nevertheless, we were unable to give our support to the report as a whole. Labour MEPs believe that immigration needs to be controlled. We do not believe in a ‘uniform EU approach’ on coordination of social security for third country nationals or for an exclusive EU competence in this area. We strongly oppose measures which could be interpreted as encouraging ‘benefit shopping’ or for the EU to support amnesties for illegal migrants. There are benefits to migration, but that is why it needs to be controlled. Although we welcome sensible cooperation between the consular services of EU countries, we do not agree with the creation of a single European consular service. Immigration is important and has advantages as well as challenges – but a well-managed and balanced approach must ensure it works for all."@en1
