lpv:spoken text	"I am placing this Explanation of Vote on the record in writing, as I had to exceptionally return to Ireland due to a family bereavement. I welcome the vote in favour of the report. I feel that binding targets for 2030 on greenhouse gas emissions should not be ruled out as a policy option, so I abstained on voting on that issue. I believe that, overall, the report is a balanced one and has a comprehensive menu that does not rule out technological innovation in the area of unconventional energy supplies and in carbon capture and storage. Based on that, I would have voted in favour of the report as a whole if I had been present in the Chamber."@en1
