"I voted in favour of this report as part of the overarching regulation which governs the financing of all CAP payments, along with the rules on reporting, monitoring and complying with the regulations necessary to grant and receive payments, which constitute the common agricultural policy (CAP). The report includes a number of significant changes, such as more proportionality in CAP fines, based on the nature and severity of the infringement; no automatic fines for minor breaches such as ear tag losses or EID faults; more flexible and risk-based approaches to controls and checks; and changes in cross-compliance rules with a view to reducing the burden on farmers. As a result, I support this regulation and the opening up of negotiations with the Council, which I hope will lead to a more market-oriented and competitive farming policy, serving consumers and producers alike."@en1
