"The reform of the CAP gives us an incredible opportunity to streamline our agricultural policy and reduce market distortions that cripple our competitiveness. However, the proposed legislation has several issues that should be addressed. At a time in which we face a crisis of competiveness, the proposed double-funding of agri-environment payments is simply wasteful. We should move to strip double funding from the CAP altogether, rooting out any existing overlaps between the EU greening and Pillar 2 AES commitments. Due to the EU Council negotiations, there will be less money for Pillar 2 of the CAP. With resources scarce, it is essential that we target the remaining funds intelligently and with a view to increasing the competitiveness of EU farmers, reducing their dependency on support payments. Finally, rural development funding needs to be distributed according to an objective and fair criteria. Currently, the UK, despite being one of the main net contributors to the CAP, has the lowest allocation of subsidies per hectare (GBP 188/hectare – almost half that of Holland (GBP 346)) and will suffer the largest reduction in Pillar 2 in the next budget. As long as British farmers continue to work within the single market, we should be treated fairly under that common framework."@en1
