"The Commission proposal plans to ‘green’ 30% of the single farm payment in the reformed CAP. However, it is likely that greening is in actuality little more than a tactic designed to preserve a larger CAP budget rather than actually to help farmers to become less dependent on support. We need instead to realise that, in many cases, farmers are already initiating their own ‘green’ improvements and trust that they have the ‘on the ground’ expertise to best decide how they should be implemented. It is also vital that we fully remove coupled support from our CAP. Directly linking payments to the production of a specific product distorts the market and keeps uncompetitive farmers producing the same product, regardless of the market’s demand. What we must avoid at all costs is a regression to the interventionist policies of the past that undermined our farmers and ignored consumer demand. It is our responsibility as Members of this Parliament to help farmers reach a position in which they require less direct support. In order to achieve this we must work together to drive a functioning, competitive market and ensure equitable and fair reform across the EU that actually helps our farmers and takes into account their expertise."@en1
