"Mr President, a point of order in relation to the next report from the Committee on Constitutional Affairs. I rise to ask that this report be referred back to committee so that some independent, outside, impartial examination of the report can be carried out. This report from start to finish is full of self-interest from every side of the House, including my own delegation, and I believe that we cannot be judges in our own cause. In the case of Ireland, the number of seats has reduced from 15 to 13, to 12. It is now suggested that it be reduced to 11 at a time when our population has greatly increased. That will be a decrease of more than 25 %. It is totally unacceptable. Why has a maximum of 751 seats been set, for example? Could we not take a seat off everybody? For the larger Member States that will be one-ninetieth and for us it would still be one twelfth. I ask that this report be referred back for impartial input and examination. I am sorry to be disagreeable, but I could not sit here and accept this without making my point."@en1
