"Mr President, I like the rapporteurs, but I do not like their report. This is supposed to be degressive proportionality in action. In actual fact it is a manifestation of depressive disproportionality, as it discriminates against many Member States, especially small ones which, one year off from elections, do not know how many MEPs they are going to have and what their constituencies are going to be.
This discriminates against small Member States in particular. It should be kicked down the road in 2019 and four years prior to that, in 2015, we should have certainty on what is going to happen, based on population projections – Ireland has the fastest growing population in Europe – and perhaps based on communities – you have two communities in Northern Ireland and there is a case for having four rather than three MEPs if we want proportional representation – and on a minimum number of MEPs, not per state, but a minimum number of citizens represented by an MEP.
All these things need to be looked at. That would be fairness, done independently."@en1
