"Mr President, this report was prepared in response to the need to reduce the size of the European Parliament, which will increase to 766 members when Croatia joins us on1 July. The rapporteurs have taken the view that in order to get this legislation through the Council and through this House, no country apart from Germany should lose more than one seat. The rapporteurs call this a pragmatic solution, and they are correct. It is not, though, an ideal solution; but I do accept that it is the most practical one, especially considering the very tight timescale we face to complete the task in good time for the next European elections. In an ideal world I should like to see a formula adopted where the number of MEPs allocated to each nation state is more closely related to their population. I do, though, accept that this is a debate for another day. My Group will therefore accept the rapporteurs’ conclusions, though it will be no surprise to learn that there are some Members who are unhappy with the report."@en1
