"Mr President, like others, I would also like to thank the rapporteur for her excellent report. As she said, we are only at the start of the 2014 budget process. These are only the guidelines. However, I do believe that these guidelines are a timely reminder that Europe needs to stimulate growth – not just in the eurozone, but right across Europe. For example, we know that the UK is likely to fall into a triple-dip recession for the first time in modern history. There is little or no growth right across the European Union.
The question for us should be how we achieve that growth. In this Parliament, we believe that the EU budget itself must play a role in creating jobs and growth. This is even more important as Member States are cutting back on spending. Therefore, I welcome this report’s emphasis on investment: investment in infrastructure, education and skills training, which should be funded through cohesion policy, as well as in research and development and employment measures, which are also very important – particularly employment measures for young people. Youth unemployment in Europe at the moment is one of the great scandals of our time. If the EU budget does nothing else, it should tackle this problem through a youth guarantee scheme. I am delighted that is one of our proposals for the future.
Finally, there is a lot of uncertainty about the annual shortfalls. Each year we are told that there is an annual shortfall. The Commission says that last year it was EUR 16 billion. This Parliament believed the Commission, but unfortunately many Member States did not. I wonder if the Commissioner could tell us how we can put in place mechanisms to show and prove to Member States that there is a shortfall in the EU budget."@en1
