lpv:spoken text	"Mr President, flexibility for Member States is key to a successful policy, one which will work for active productive farmers and which will protect public goods in the face of pressures on resources and the environment. Workable, flexible solutions can be found if the Council takes the options presented by Parliament on board and works with us to deliver a policy which will ensure the continued viability of farming. Regarding the specifics, the key issues I wish to highlight are ensuring equality and fairness in the distribution of Pillar 1 payments. We must target the CAP at active, productive farmers working sustainably with a mind towards greening and protection of our natural resources without strangling them with green tape. Secondly, clarity needs to be introduced without delay in relation to payment entitlements, to avoid the growing uncertainty and increasing land speculation in this sector. It is the active farmers we wish to see this policy working for, not speculators and sofa farmers. Thirdly, it is important to ensure that any transfers from Pillar 1 to Pillar 2 are co-financed by the Member State. We cannot have a hollowing-out of Pillar 2. Without adequate, fair and equitable direct payments for active farmers, European agriculture will cease to be productive and competitive. Finally, the sheer volume of amendments submitted to the CAP reform underlines that a ‘one size fits all’ CAP policy cannot and will not work for European agriculture. A blanket EU top-level-down approach is not feasible and in keeping with the reality of farming."@en1
