"Madam President, the ALDE Group believes that the CAP should be the main driver in developing a more sustainable EU agriculture, one that can meet the growing demand for food production while at the same time cutting its energy use, cutting its resource use and cutting its greenhouse gas emissions. As a Group, we will support the compromises, both in the horizontal regulations and the direct payments. However, we do want to see some changes. Firstly, we want to ensure that the flexibility in our compromises is given to Member States, and greening is not used to water down the environmental impact of greying. That is why we support the idea of equivalence and we want the Commission to be judge and jury in ensuring that any flexibility used by Member States delivers the same environmental impact. We are also opposed to the idea of double funding. In tough economic times this surely cannot be justified, and I am sure the Court of Auditors will have something to say on this idea as well. We also want to see reintroduced all the SMRs and the GAECs that disappeared in the vote in committee, with the exception of two: one on the ploughing of carbon-rich soils – we have serious concerns about its practical implementation – and the second on EID. We believe that the Commission has been completely intractable on EID and we want to keep that as a negotiating point in the discussions. Finally, we will also support the transparency measures, so that the public can see quite clearly what their money is being spent on and who the recipients are. I hope that Parliament, in its vote tomorrow, will back these changes and deliver a strong mandate for the negotiators, to ensure that we do deliver a more sustainable agriculture – one that can produce the food we need while at the same time tackling climate change and preserving precious resources."@en1
