lpv:spoken text	"I welcome today’s own-initiative report on progress of implementation of environmental legislation. I agree that effective implementation of environmental law reduces costs, which in turn can benefit industry and deliver investment opportunities. Local and regional authorities are often affected by changes to environmental measures and I would encourage these authorities to implement EU law within the specified timeframes. I support calls to improve the exchange of information between EU legislators and citizens before legislation comes in to force. Furthermore, I believe it is important to limit administrative burden for local and regional authorities, without putting at risk the effectiveness and implementation of environmental programmes."@en1
