"Madam President, thank you to the rapporteurs for their hard work. I welcome this first reading agreement. Although I would have preferred the proposal to go further, this is a compromise and a fair conclusion. The rapporteur and other speakers have rightly emphasised the need for one set of rules reflecting both the offline and online realities covering our 27 Member States and empowering our 500 million citizens: one set of rules, 27 countries, 500 million people. Therefore, we should firstly attempt to ensure that we reduce, year by year, the figure of one in five EU citizens incurring problems when they buy goods and services, before we look at ODR and ADR. If a consumer has to go down the ODR or ADR route, they require clear information, and that has been broadly spoken about today. People have spoken about the issue of language access, but I also want to emphasise that it is accessible in all formats – examples for people who are partially sighted. Once the ODR/ADR system is in place, I think we should also monitor what cases are coming before it in order that we can analyse that and see if there are any patterns where we can also improve our action. I welcome these proposals and I thank those who have been involved in creating them."@en1
