"Article 3(1) of the Treaty on European Union outlines the purpose of the EU as being to ‘promote peace, its values and the well-being of its people’. Article 3(2) provides that is shall ‘establish’ an internal market but that it shall ‘work for’ a social market economy aiming at full employment and social progress. The single market is in short a means to an end, not an end in itself. I therefore welcome the emphasis in this report on placing the single market in the context of wider EU policy areas such as consumer and worker protection, social rights, the environment and sustainable development; on the need for the single market strategy to strengthen social welfare, convergence and workers’ rights, to prevent social dumping and ensure fair working conditions for all; and on ensuring the principle of equal treatment for all workers. The single market is one of the EU’s main achievements. A single market which is economically, environmental and socially balanced holds out great potential for economic recovery, employment and social cohesion. I would urge the Commission, the Council and the Member States to carefully consider and act upon this resolution."@en1
