"Tax evasion costs Member States EUR 1 trillion annually. Between June 2008 and December 2009, EUR 5 billion was lost as a result of fraud in greenhouse gas emission allowances. This new directive would amend the VAT directive to enable Member States to respond more quickly and effectively to sudden VAT fraud such as carousel fraud. At present Member States have to apply for a derogation from the VAT Directive when fraud is discovered. This can take up to eight months to agree and requires unanimity in Council. This new directive would allow a temporary derogation by means of a qualified majority vote pending subsequent adoption by Council by unanimity. Member States could then introduce a Quick Reaction Mechanism (QRM) within one month to combat sudden VAT fraud, while longer-term measures are prepared and introduced. This directive does not compromise the principle of unanimity on tax matters. It is a pragmatic and effective temporary solution to the problem of VAT fraud. I welcome the fact that the adoption of this directive, which must form part of a wider long-term strategy to clamp down on VAT fraud, is a priority of the Irish Presidency."@en1
