Mr President, Mr Bloom made reference to the fact that criminals are always cleverer than politicians. I would like to ask him to prove that. Maybe it is true in his case, but there are many clever politicians. Criminals are not necessarily cleverer. They may be more devious, and obviously spend their whole time trying to commit crime. But this at least is a good reaction in trying to counteract that difficulty. The quick reaction mechanism, which is reducing the time frame from about eight or nine months to one month, certainly will be very effective and worth introducing with a view to making the reverse charge mechanism effective. I think everybody will support that. The logic is undeniable. What it is costing the European economies is extraordinary. The Commissioner pointed out that EUR 5 billion was lost in greenhouse gas emissions in the space of a few months. Carousel fraud cost us EUR 14.8 billion in 2005 and 2006 and, as my colleague Mr Rübig pointed out, fraud of all kinds is costing our economies an amount equal to our entire budget. For that reason we must put not just these proposals into operation, but also the mechanisms and the tools behind them to make them effective. Because if you can justify expenditure in any area it is an area like this, where you are reducing fraud and growing income tax for legitimate governments and purposes. Also, of course, you are helping legitimate and compliant companies to survive and grow. We are talking about trying to get out of recession and, particularly, develop SMEs: this is one of the most effective ways of so doing, because if you reduce the amount of fraud and the number of companies operating illegally, you will make it easier for genuine companies and compliant companies to be effective. Finally I want to say that the Irish Presidency is very pleased, and has this as one of its priorities, and is going to bring forward a paper in two weeks’ time to make progress on this."@en1
