It completely overlooks the issue of traffic volume which ultimately determines road noise-pollution levels. Instead, it concentrates on individual micro-elements, the manipulation of which is highly unlikely to produce the 25 % reduction in traffic noise levels outlined. The report also shows no regard for the cost to the taxpayer. It seems to suggest that it is possible to simply replace existing roads, once again drawing on taxpayers’ seemingly bottomless resources to do so."@en1
