"Mr President, I commend Monika Hohlmeier, our rapporteur, on her disciplined approach to the budget. I absolutely agree that the EU budget should reflect the experience of the Member States, first because we need to reduce the burden of cost on hard-pressed national governments and second, because the people of Europe would not understand why we are asking for more money at a time when their own governments are cutting back on basic services. In this House we should be looking for efficiency and cost reductions, and not supporting extravagance. I therefore encourage our rapporteur to press for further savings, and I want to suggest three areas in which she might look. First: administration head-count. Let us challenge all EU institutions to achieve a 1% cut in numbers year on year. Second, we need to review the remuneration and pension provisions for a number of employees. Can I give you an example? Newspapers today are carrying a report from Germany which states that there are now 4 000 EU officials whose salaries and benefits packages mean that they are earning more than Prime Minister Cameron or Chancellor Merkel. That cannot be right, nor can the generous level of pension and retirement age dates that those officials enjoy. Mr President, it is very possible that many of these individuals are the same EU staff who are intending to go on strike on Thursday so as to coincide with the EU budget summit. That gives me a very clear message that it is time that this Parliament as a scrutiny body took a very close look at employment in the institutions. And finally, on buildings. Since the rapporteur became involved in buildings policy we have achieved big cuts in unnecessary expenditure. Please continue that good work, and while you do so I urge you to keep the pressure on the two-seat policy."@en1
