"Madam President, I want to speak in support of the Schwab report today, which proposes measures to enhance the governance of the single market in order to boost its benefits. It is clear that a comprehensive and coordinated approach by all EU institutions, with strong political leadership, is needed to improve the governance of the single market, so I strongly support calls in the report for a legislative act and the establishment of a single market governance framework. It is fundamental that the importance of the single market in the creation of jobs, competitiveness and growth is fully reflected, rather than focusing on issues such as the incorporation of social issues and workers rights in the single market governance strategy, since these are matters for all Member States to organise themselves. I was pleased that amendments calling for Member States to establish single market tests and carry out impact assessments on relevant legislation to ensure compliance with the single market principles were adopted, since Member States must also play their part in better regulation obligations, but I was also glad that my amendments calling on the Commission to assist Member States more thoroughly concerning problems with implementation and transposition of legislation were supported. The Commission needs to rapidly follow up on the proposals already set out in this Single Market Act and present the proposals from the Single Market Act II, which will generate the most growth. Regarding the Single Market integration report for 2013, I was glad that my amendment calling for priority areas to be supported by comprehensive data was adopted, since there needs to be evidence to ensure that we focus on and prioritise the correct measures to generate the most benefits. I would like to finish by stressing that the improvement of the single market, with free movement of goods, persons, services and capital between Member States, is and should remain the focus of the EU. Without a successful Single Market, the EU delivers – and will mean – very little. The time to deliver is now: the EU must mean business."@en1
