"Mr President, the brutal rape and murder of the twenty-three-year-old medical student and the cases that followed, including the tragic suicide of a 17-year-old victim, brought the world’s attention to the extremely high rates of rape and sexual violence against women and impunity associated with those in India. While a rape is reported every 21 minutes, the real rate of rape is much higher and conviction rates for sexual violence are extremely low, in particular for Dalits and working women victims. The response within in India and internationally has been an explosion of anger, of solidarity and of protest. In contrast to that cry for justice for young women and men in India, the political establishment responded initially with repression against these protests and with individuals blaming the victim. They also outrageously have a history of using rape as a weapon against opponents such as those fighting for the independence of Kashmir. The perpetrators must be brought to justice with fast-track courts for victims of sexual violence where the death penalty or the medieval practice of castration is no solution."@en1
