"Mr President, who can disagree with the objectives of a state aid modernisation programme? Commissioner Almunia has said that the over-arching goal of his reform is that, in times of shrinking budgets, EU Member States have do more with less.
British Conservatives welcome the Commission’s reality check; it is of course sensible to try to help national governments make more efficient use of scarce resources. But better still, the Commission wants to target aid that promotes innovation, green technologies and training.
But it always pays to be vigilialant. The proposal calls for the use of the codecision procedure, instead of consultation of Parliament, in the field of EU competition policy. It is an article of faith for Conservative MEPs that competition policy should not be politicised; it should be a purely economic and not a political process. So why does Mr Almunia want to resile his executive powers to the legisative process?
The provision of private services needs to be liberalised not state aided. The single market must be completed and not unduly protected."@en1
