"I abstained in this vote because I do not believe the EU should conclude an agreement with Iraq when there is increasing use of the death penalty. I recognise there have been many positive developments since 2005 but the government has failed to provide basic services for its people. I am lobbied by many constituents in Wales who are concerned about the people of Iraq and I could not, therefore, give my full support to the resolution."@en1
